Bug fixes and improvements for maintenance windows

Version 4.12.2

1. Monitors which are under maintenance will show a notification box with the information regarding the duration of the maintenance.
2. Added some limitations for editing maintenance windows while a maintenance is in progress. This was done to prevent some problems when new monitors are added to the maintenance window.
3. There was a mismatch between the server time zone and the computer (browser) time zone. This mismatch would sometimes cause problems when creating maintenance windows. The bug has been fixed.
4. Additional minor bug fixes.
