Added SSL certificate checks for Uptime Monitoring tool

It is now possible to choose wether Uptime Monitoring tool will alert you if an SSL certificate can not be loaded or is invalid. You can do it under "Advanced" tab when you edit or create a new monitor ("Error types to be reported" field)
